Overall objective
This project contributes to the realization of EDPRS and Vision 2020 by strengthening the capacity of public institutions and civil servants to improve service delivery in Rwanda.
Specific objective
To strengthen the capacity of public institutions and civil servants to improve service delivery in Rwanda.
Components
- Provision of training and skills development in the public sector
- Strengthening the organisational effectiveness of public institutions for improved service delivery
- Strengthen the Public Sector Capacity Building Secretariat (PSCBS) in its role as the national coordinating institution for public sector capacity development
Ongoing interventions as of October 2009
The project started in March 2008 and became fully operational in July 2008. A Public Servants Training Fund was quickly developed from which more than 580 persons from 29 public institutions already benefit. Among approved requests are several MBAs (Master in Business Administration) trainings, language and ICT courses, studies in Development and in International Law, Health Management and E-governance, as well as an English training for 400 public servants. Two important projects for institutional strengthening were also granted support: the first emanated from the Justice, Law, Reconciliation and Order Sector. It helps the institutions of this Sector to harmonize their actions in view of a sector-wide approach. The second came from the Ministry of Public Service and Labour, supporting the Ministry to co-ordinate the restructuring of all central government institutions.
Planned activities: support to local governments
Further to a decision taken in 2009 by the project’s Steering Committee, the project now focuses on Capacity Building of Local Government Entities in the following areas:
- Socio-economic data gathering and management for planning and M&E purposes
- Support to Cooperatives management
- Land management
- Benchmarking visits/study visits between Local Government entities
- National coaching programme for Local Government staff
PSCBS has engaged key stakeholders like the Rwandese Association of Local Government Authorities (RALGA), the National Decentralization Implementation Secretariat (NDIS), the Ministry of Public Service and Labour (MIFOTRA) and District representatives themselves with the aim of building a consensus on the best strategy on how to operationalize the above intervention and ensure ownership by beneficiary institutions. All remaining Project funds will be used for this support.
