How to Access Support from Projects

HOW TO ACCESS SUPPORT FROM PROJECTS MANAGED BY PSCBS

PSCBS currently has resources from the Public Sector Capacity Building Project (World Bank); African Capacity Building Foundation (ACBF); Belgian Technical Cooperation (BTC) and African Development bank which have targeted their support to public sector institutions. Details can be provided upon official request.

Given its mandate, PSCBS also works closely with the Government and development partners to identify capacity needs in the unfunded areas in the public sector and mobilizes funding to this effect.

The following steps explain how a beneficiary institution can secure support for capacity building interventions under the current funding arrangements:

• Identification of capacity building needs: During this exercise, the potential beneficiary institution can conduct for example a training needs assessment or institutional audit. This information forms initial input for capacity building needs identification and application for support.
• Preparation of application for capacity building support: This is done by the the potential beneficiary institution with technical guidance from PSCBS. This should contain technical, institutional, and financial information required for the capacity building initiative to succeed. An output based action plan and budget should be part of this application for support document.
• Review of applications for capacity building support: PSCBS will review the request for support to check for completeness, eligibility and viability according to set guidelines of the financing source and within the context of available funding. The Secretariat will then include it in its Action Plan and Budget for onward submission to the Steering Committee for review and approval. These reviews are done in the last quarter of each year and approved activities are executed in the following year. Specific requests submitted within the year will be reviewed and approved or disapproved by the relevant organs
• Funding of capacity building requests: PSCBS will then submit the requests for capacity building support to the approval process either by the World Bank; African Capacity Building Foundation (ACBF); Belgian Technical Cooperation (BTC); African Development Bank (ADB) or the Government's Capacity Building Fund Committee for final approval and authorization to finance the identified activity.
• Memorandum of Understanding (MoU): Once the application for support has been approved, an MoU is signed between PSCBS and the beneficiary institution to clarify collaboration and implementation arrangements.
• Implementation: The beneficiary institution is responsible for the implementation while PSCBS is responsible for coordination and implementation oversight.
• Monitoring and Evaluation: PSCBS will oversee all the capacity building activities being undertaken by the beneficiary institution and will expect quarterly and annual reports to track progress of these activities.

Important to Note:

Support offered by PSBCS is eligible only for public sector institutions.

The approach for support is subject to change depending on the nature of the beneficiary institution and the eligibility of the request for capacity building support under the available funding arrangements.
